Lowongan Kerja SKM sebagai Laboratory HIV/TB Activity Manager – Chemonics International

OVERVIEW

The USAID-funded Global Health Supply Chain-Procurement & Supply Management project (GHSC-PSM) is being implemented by Chemonics International. The focus of the project in Indonesia is to provide technical assistance in supply chain management to the Ministry of Health for HIV, TB, and laboratory commodities, in support of the national HIV/AIDS and TB programs in the country. At the national level, the project supports the Directorate of Direct Infectious Disease Control (Sub-directorates HIV/AIDS and TB), the Directorate of Quality and Health Services Accreditation (Laboratory services), and the Directorate of Public Medicine and Health Supplies. At the provincial level, the project provides support to Jakarta and Papua provinces. The Sub-directorate of HIV-AIDS has requested that USAID support the development of a laboratory strategy for the National AIDS Program (NAP) similar to what has been done with TB laboratories. USAID with PEPFAR funding works toward the 90-90-90 strategy which includes Viral Load (VL) testing. In order to make sure 90% of those HIV-positive individuals on treatment have VL testing demonstrating lowering of VL it is necessary to have a network of HIV laboratories doing VL testing and a national strategy in place.

The Laboratory Activity Manager will provide technical and operational support for program coordination and laboratory strengthening for these programs. This position reports to the Technical Director of the GHSC-PSM Project in Indonesia.

RESPONSIBILITIES

In line with the above needs and in close collaboration with Subdit HIV/AIDS, this scope of work includes may include, but are not limited to, the following:

• Support the MOH to develop new, and or scale-up existing specimen transport/referral mechanisms, to move specimens between facilities for diagnostic testing.
  • Review existing specimen transport mechanisms within Indonesia.
  • Engage in expert consultation to help develop additional locally-based solutions or identify existing logistics “movement” mechanisms within other disease or sector areas
  • Develop a system to monitor or evaluate specimen transport/referral and reporting back of results based on quantifiable indicators and performance- based remuneration. 
  • Work with Global Fund, Linkages and other USG partners on the above activities.

• Support Subdit HIV/AIDS to develop and implement a viral load testing strategy, including stock monitoring, reporting of results.
• Support Subdit HIV/AIDS and other partners to develop a national laboratory networking strategy.
• Support Subdit HIV/AIDS in designing a supply chain for HIV Laboratory commodities including roll out in national, provincial and district level.
• Provide analysis and recommendation to strengthening reporting and recording of HIV RDTs and other non-ARV commodities. 
• Provide input for quantification and forecasting mechanism for HIV laboratory commodities. 
• Provide mentorship, training and capacity building of the HIV Laboratory services related to “Test and Start program” for facilities in Jakarta and Papua provinces. 
• Provide mentorship, training and support to a team of designated laboratory staff in Jakarta and Papua to strengthening their capacity related with HIV laboratory services. 
• Support Subdit TB and CTB in the implementation of GenXpert machines, including data connectivity and strategic procurement management of related equipment and maintenance considerations. 
• Support joint service delivery program between HIV and TB for treatment sites in Jakarta and Papua by providing laboratory technical support and mentoring. 

QUALIFICATIONS

• A clinical degree or a degree in public health, biomedical or microbiology.
• Three to five years of experience in health programs, preferable in health care supply chain management. Experience working in TB and HIV programs.
• Demonstrated strong relationship and coordination with HIV and TB Program at the national or provincial level.
• Demonstrated understanding of supply chain concepts.
• Demonstrated analytical and problem solving skills to measure outcomes of project activities and support project supervision.
• Demonstrated ability to monitor, supervise, and train health staff.
• Ability to contribute to capacity building efforts and work with colleagues in diverse cultures
• Ability to work independently
• Demonstrated ability to communicate effectively in English, both verbally and in writing.

Location of Assignment

The location of assignment is Jakarta, Indonesia. Intermittent local travel, including to Papua, may be required.

Supervision

The Laboratory HIV/TB Activity Manager will report directly to the Technical Director of the GHSC-PSM Project in Indonesia or his/her designee.
