BACKGROUND
UNFPA Indonesia had agreement with the National AIDS Commission (NAC) to support the implementation of the Female Sex Workers (FSW) strategy under the Global Fund – New Funding Model (NFM) programme for 2016 – 2017. This support includes the establishment of a Technical Supporting Unit (TSU) within NAC as a Principle Recipient (PR) to provide technical assistance to the programme; includes communication and strategic support to the Sub-Recipients (SR) and Implementing Units (IUs). The TSU will comprise experts on HIV and STI particularly on prevention through sexual transmission, outreach model, FSW empowerment, sexual reproductive health and rights (SRHR) with direct reporting lines to both NAC and UNFPA. The establishment of TSU will be provided by UNFPA Indonesia in close collaboration with NAC.
DUTIES AND RESPONSIBILITIES
- Reports directly to Secretary of NAC and UNFPA Representative and works in close collaboration with the Deputy of Programme – NAC and HIV Programme Officer of UNFPA Indonesia.
- Directs project team, national experts, international experts and local technical assistant partners.
- Designs and strengthens strategies to scale up project deliverables.
- Sets the overall strategic direction of the program
- Supports NAC programme team particularly on the HIV Sexual Transmission programme (PMTS)
- Ensures that the TSU is fully aligned with the FSW strategy particularly on the TA and Training Plan.
- Ensures efficient and compliant management of project resources including all reporting requirements.
- Ensures training activities implementation are high quality and completed in a timely and cost effective manner.
- Engages, draws up scope of work and supervises short term technical experts.
- Manages and mentors SR and IU staff and, if needed, the NAC programme team to ensure that the TA requirements are met
- Liaises with NAC and UNFPA on matters about the project deliverables.
- Develops strong working relationships with all internal (NAC) and external stakeholders particularly for the GF implementing partners at the central, provincial and districts levels.
- Develops strong working relationships with other PRs (MoH and Spiritia) as well as other TA providers for the implementation of GFATM – NFM.
- Develops/conceptualizes the M&E database as when needed and oversees all aspects of M&E for the project.

REQUIRED SKILLS AND EXPERIENCE
Academic Requirements:
- Master’s degree (preferable) or Bachelor’s degree in public health, social or development sciences.
Experience and qualifications:
- Minimum 5 years (master’s degree) or 7 years (bachelor’s degree) of professional experience in the areas of programme management with supervisory role.
- Strong background on the HIV/AIDS programme particularly on prevention through sexual transmission in Indonesia.
- Proven excellent research technique analysis and programme evaluation skills.
- Ability to liaise and affiliate with Government, National AIDS Commission, Donors, NGOs working in the area of HIV programme.
- Ability to work under pressure and travel frequently.
- Excellent communication and human relation skills.
- Demonstrated ability to work in a team environment
Languages:
- A strong capability to communicate clearly and concisely in both oral and written English and Bahasa Indonesia.
Computer skills:
- Proficiency in current office software applications.
